Licensed User Fee Schedule
Defined:
Licensed Users are all those organizations
which have contracted with MINC#NIMC
to use MINC numbers. They would be provided
with all current MINCs, regular updates, as
well as read-only access to the MINC hub.
Two principles will guide
the functioning of the hub, as pertains to
Licensed Users:
1) No
physician personal information will be released
from the hub to Licensed Users, other than the
name and MINC number.
2)
A MINC number will only be released when
the physician’s identity can be confirmed.
Confidentiality rules
concerning the release of personal information
dictate that the hub will release no
personal information to Licensed Users about
individuals in the database, other than their
name and MINC number.
A balance must also be
achieved between providing easy, user-friendly
access to Licensed Users, and guarding against
accidental provision of incorrect information to
them. The hub is programmed to require Licensed
Users to include a minimum information set to
determine with certainty the correct individual
is identified, if more than one individual
exists with the same name, such as full name
plus birth date. Depending on the number of
individuals with similar core identifiers,
however, the hub may require the user to provide
additional information (e.g., year of
graduation) to confirm the individual’s
identity.
Thus, while
core information beyond name and MINC number
will not be released to Licensed Users,
the hub may require these users to provide
additional core information to specify the
individual for whom they seek the MINC number.

Approved Uses
For the
purposes of this License Agreement, the
Licensee's Approved uses shall include:
- The linking or
exchange of membership information with the
Canadian Medical Association or any of its
divisions.
- The linking or
exchange of information with the Canadian
Medical Protective Association, relating to
the reimbursement of fees for their
respective members.
- The linking or
exchange of information with other Licensed
Users, relating to the eligibility of its
members for benefits.
- The linking or
exchange of information with any other
Licensed Users, for any purposes consistent
with their mutual mandates.

Approved Uses
For the
purposes of this Licensee Agreement, the
Licensee's Approved uses shall include the
research activities of CAPER (Canadian Post-M.D.
Education Registry):
The MINC #
will be uses by CAPER to facilitate the
development and maintenance of individual record
level data sets which will be uses for research
purposes and the production of data tables and
statistics. Individual record level data are
supplied to CAPER by national and provincial
medical organizations in Canada such as the
faculties of medicine, the certification
agencies (RCPSC, CFPC, CMQ), evaluation and
assessment organizations such as the MCC and IMG
Assessment programs and Medical Regulatory
Authorities.
CAPER data
are published in the CAPER Annual Census of
Post-M.D. Trainees and are used for research
pertaining to such topics as medical education,
post-M.D. training and physician resources.

Approved Uses

and/or use of the MINC system:
- to facilitate the
exchange of information about CMPA members,
former members or applicants between the
Licensee and a prime user and/or another
Licensed User;
- for the purpose of
identifying members, former members or
applicants to facilitate the Licensee's
internal business processes;
- for the purpose of
identifying members, former member or
applicants to facilitate the provision of
services by the Licensee to physicians; or
- for the development
of aggregate risk management, education and
patient safety information.
